This template contains a brief explanation of how tracking categories are automatically maintained by the MediaWiki software. By default, it also explains that the category should ideally be empty; this message can be suppressed by passing the empty parameter with no value, as seen below.
This should already be used everywhere it is needed.
Usage
{{This is a tracking category}}{{This is a tracking category|empty=}}
The second form can be used if the category is not one that should ideally be empty.
