This template just provides a quick way of getting a downward pointing double arrow for use in particularly long examples in template documentation, where the more common rightward pointing double arrow (as seen in the example below) doesn't work as well.
The intended usage is to "substitute"↗ the template (the second usage case below), so the single character will replace the template call when the page is saved.

The second example is the more useful one. This is how the template is actually used in our template documentation, with the contents of the template substituted into the page, and line-breaks appearing before and after the template call.
Note that in the first example, subsequent editors of the page will still see the {{down arrow}} template call, whereas in the second example, they will see the actual ⇓ character.
