This is a special template used by the MultiBoilerplate extension↗. It is still under development.
It is not intended to be transcluded (or substituted) directly into a page via a normal {{template call}}. Instead, it is accessed by selecting the item "Template doc subpage" from the "Select boilerplate" drop-down menu that appears at the top of the page when you are creating a new page. (Obviously, it should only be selected if you are actually creating a /doc subpage in the Template namespace.)
